In the Writer's Guide they mention agents who deal with "crime/police/detective" and "mystery/suspense." My book deals with a police detective who is trying to solve the mystery of who committed a crime (murder)! How do you think I should label my book's genre most accurately and succinctly?

I think the mystery genre better encompasses your plot. I'm thinking about a number of books that I sell. Seems like most "crime" books might lean toward true crime.

Still, you might want to take a look at how stories with similar plots are listed on book websites like Amazon.com.
