For the basics, you'll need...

•Good food, pizza works the best
•A room
•Cake (duh)
•Music (optional)
•Deco

This is how to get the items:

•Pizza-
Since you are on a low budget, I reccomend you getting a pizza from Costco, they usually sell at about $8. If you do not like Costco pizza, like me, go to Domino's and get their 555 deal. $15 bucks is a pretty good deal.

•A room-
You can use a room in your house, like a basement, living room, ect. OR...
a pool party is an AWSOME PARTY! If you don't own the pool in the neighborhood, call the people who do and ask them to do that! But, if you have one in your backyard, you are fine!

•Cake-
I learned that the cakes at Vons taste pretty good! They are not expensive, so it's OK. Or, you can buy the mix and make it yourself!

•Music
Music is good if you want. Get your favorite songs, and put them all on one CD, it turns out well at the end!

•Deco-
Go to your local Party City and buy streamers, balloons, and other stuff. If you see two of the same thing, but one is more expensive, go for the cheaper one.

Now you've got the perfect party!
Good Luck!

I would take a normal b-day for my 15th and big b-day for my 16th. After all you get your license when you sixteen. At least I did. There's nothing better than being able to drive.

Uh...er...on a budget? Um...nothing. You can sit around and watch tv with your friends. That's always fun.
