b) They charge profit maximizing price.
c) Many go bankrupt, for example Amtrak and public transit systems were taken over by governments because the were losing money, and going out of business.

a) at end of 19th centurty, US had plenty of monopolies created by businessmen, and government actually made laws against them and broke them up

b) what is 'highest possible price'? $1million per gallon of gas?
Monopolist does charge higher price than competititive or oligopolistic market though.

c) Monopolies often take a loss at the beginning, when they gain market share. Old monopolies become inefficient and often take losses as alternative products take over their market share (like local phone lines are loosing to cell phones now)
