going by the number i presume you are using a reliance mobile. now in reliance mobile if u have Rs.1 balance still you will be able to visit r-world and other premium services. For some reason you will not be disconnected if you are in the process of using the service but the charge will be deducted and the balance goes below 0(ie;negetive).

Very hypothetical considering it is Reliance :-) They summarily cut the connection and wont let this happen. Technically it means, you were allowed to call beyond the available credit balance in your account. The extent to which you exceeded this balance shows up as negative balance.

At reliance prepaid connection ,suppose you have zero balance. When you recharge your voucher, added your amount as +ve ballance. After using the phone you have present balance 2 rupees. Now use your phone for netconnet by data cable bluetooth or infrared for one session( connect to disconnect). Suppose session period was 45 minutes but you have balance for two minutes only. At the time of data connection will not disconnected as the voice connection, It will be continue untill you disconnect. where as after 45 minuits you will have -ve ballence - 43 rupees. When you will be recharge for second time -ve ballence will be atometically deducted from your recharge amount.

you've exceeded your credit...
ie if you had around 100 rupees balance and made calls/sent messages for say 105 rupees your balance wld be -5 ie negative...
when you recharge again the negative balance will be subtracted from your credit
