From a legal standpoint, yes, he was a terrorist. Just because we understand his motives doesn't make his actions any less criminal. The legal question is whether or not his terrorism was justified.
Take for example eco-terrorists. They have the best intentions and a worthy cause, but their actions are still criminal. Good intentions, the road to hell is paved with them...
It's an interesting question, and brings up an interesting side point. If we spent a month living with one of these "terrorist groups", would we still consider them terrorists?

I would definitely say that John Q. was a terrorist because a terrorist instills fear in human beings. The fear existed when John Q told the health insurance companies that all people should have access to health benefits. A terrorist can exist even if he belongs to his own country, a terrorist does not have to be from a foreign country. In the movie, John was from his own country. Also, just to let you know, I am a paralegal and if the subject of free speech comes up, freedom has its limits, meaning as long as it is not dangerous, freedom is allowed, but when you cross those limits which are set by society, legal actions take place.

Absolutely, he was a terrorist.
What is the real difference between what he did and what other terrorist do. He walked into a hospitable with a gun and held people hostage until his demands were met. What? Because he's son was sick that makes it okay? No. Of course we all feel for his cause, but that doesn't make it right.
Medical care in this country is horrible but taking people hostage is never the answer.

no he wasnt..This about it..he was paying the the hospital with everything he had...Then his job all of a sudden said they werent going to pay ...so he did the right thing!!! i was so proud...medical hospitals need to be their for the poor..its not fair...beacuse most of america doesnt have a income of 100,000 or more that just can pay that okay
