How do I obtain copyright permission to use tv advertising or programs for commerical use?

We would like to use video clips in our training exercises for comic relief.

Unfortunately, the use is educational in nature, but is presented by a corporation, so we don't qualify for "fair use."

Short clips used for educational purposes may come under fair use. Have your legal department review this first. Permissions would come from the program producers and even if you could find the proper rights holders, it's unlikely they would be keen on the idea.
