You will need a permit from the ports authority or any agency that regulates airports maybe FFA depending where you are, then they will ask for a request for proposal where you will be asked to present a business plan, financial projections, equipment etc. It will not be easy especially with the security measures, so be patient. With great difficulty - especially as this is the UK forum :-)
I suggest you contact one of the airports you want to set up in.... chances are you have to be an American Citizen - even then with all the Terrorist threats I bet it's very difficult
