Well yes and no. In order for today's high speed minting presses to function, the system for putting the legends on the edges of the dollars for circulation, had to be a little, lets call it sloppy. The mint knew some would be in different places and upside down. They maybe even figured out that letters would be missing or doubled. They may even knew that some coins could get out, with nothing on the edges. They won't admit that though. The special collector proof coins will have a different collar system. The are usually struck more than once and slowly. From 1807-1836 the mint struck lettered edge Capped Bust 1/2 dollars and they had so may varieties, that a large book was written just for them. Most serious collector knew this was going to happen, so no big deal. It is the new collectors and the general public that are shocked. I must admit I didn't think that 100,000-300,000 of the 300 million struck so far would get out with nothing on the rim. I guess the mint now says they were shipped without going though the step that puts the legends on the edge.
