I am confused on the topic of semesters. People go to college either in the spring or fall, is that correct? What criteria's decide when a person should start college?

You finish high school in June, so college starts in the fall (late August- early September depending on the school). That semester ends mid-December. The spring semester begins in January and ends usually in May.

Normally, colleges have their incoming freshman class start in the fall.

To start in the spring, there are special reasons for why this is. Sometimes, you didn't make the normal cut, but were close enough so they let you start in the spring after they know they have a little more room (or whatever reason). Sometimes, that's when you transfer in from another school. Not all schools allow you to start in the spring, and those that do usually have limited spots for people who come in for the spring semester.

Acceptance is the main criteria.

The school will tell you what you need, whether it is a diploma, SAT scores, or if private, must be their religion.

Some colleges have a winter & summer schedule for people who want to take the fast version of the class, and at that it is only a limited selection of classes.

most colleges admit in the fall semester....but you can transfer into college in any semester really.
