In numerology, it is most commonly believed to be a sign of good luck, but it can have many different beliefs depending on the person or group of people it relates to.
When some people see 11:11 on their clock, they kiss their thumb abd press it to the face of the clock to signify good luck or making a wish. Same thing as shooting stars, kissing an egg, etc.
There is also a belief in some kind of 1111 angels thing, but I am pretty un-knowledgeable about anything of that nature.
