She's in a 2 1/2 gallon tank. No filter. Artifical Plants and a fake shell in the tank. She's about 2 1/2 inches long. Does this sound bad? If so, what should i do?

Yes, that's not only not good, but bad. Goldfish get fairly large and need a 20 gallon tank to grow up in. They are also a bit messy and need a good filter. The rest of the stuff is fine, she just needs a lot more space and the sooner the better. Get a 20 gallon kit from one of the mega markets like Walmart or Petco or something. They aren't much and will take care of the problems completely.

if you like the fish, i'd go for a 20G tank ASAP. goldfish are messy and biiiig poopers, so excess waste products are always going to be a problem with goldies. they also get pretty big, and just aren't happy in a tiny tank/bowl. if you want to keep it for awhile you'll need at least 20G. if you want a fish that will do ok in a 2 1/2 gallon, return the goldfish and get a beta (with a heater and filter) or some minnows or mosquito fish or just some ghost shrimp or something. they'll be fine in a small tank (with frequent cleaning, if you have no filter.) growing a goldfish in a tiny tank is like growing a baby in a cabinet - not gunna work in the long run, and not really a nice thing to do if you can help it :)

Yes its not good. GF need 10 gallons per fish, heater, airstone, and filter. Toss the shell, only use shells in saltwater tanks. Bag the goldfish and take him back to the store and get a beta instead. If you want to do goldfish, first buy a book on keeping fish and read it. Then decide if you want to spend the time and money. It is a hobby and does require some work and a lot of know how.

Definitly not a healthy environment. You will soon lose your goldfish at that rate.

A goldfish needs at least 10 gallons for each goldie. They also need proper filtration as they are particularly dirty fish and the ammonia levels will rise quickly (that is actually what i would be concerned with right now)

I suggest either getting a proper aquarium 10 gallons minimum with a proper filter (you can buy kits with everything you need but the wont be the best quality)

or

exchange your goldfish for a betta, which is the only thing that could live in that environment

no, this is far too small. 1 goldfish needs atleast a 10gal tank. she will not be happy in there, its too small. She needs a filter, goldfish are extremely messy fish and need good water conditions. A filter is important. if you get a new tank with a filter, you also need to reserch about cycling your tank. as if you put her in straight away she will die from nitrite and ammonia poisoning.
the fake plants will be fine.
if you want a relitivly clean fish that you can keep in a smaller tank with no filter then beta fish are fairly tidy and dont need loads of room. But i still wouldnt go smaller then a 6gallon. beta fish also need heaters as they are tropical fish.

It's not necissarily bad, but it's def. not good. Gold fish are very dirty fish, they themselves do not NEED a filter but it is healthier for them to have one. Most fancy goldfish can get to be about 6 inches in length, they need about 2 gal of water per inch of fish...that means one goldfish needs about a 12 gal tank(unless you get one pecially designed you'd have to go for a 20 gal). If the tank is not big enough, then the fish cannot grow and can die sooner than they would in a bigger filtered tank. So, for right now, it's fine, but as the fish gets bigger you need to consider a bigger tank.

it depends, is the tank an open tank? i've had fishes all of my life..... if the tank is open its okay the deco is fine for the fish. not having a filter will be fine, it just means you'll be cleaning the tank more often... just keep in mind eventually the goldfish will grow and will need a large tank (for comfort).

Absolutely horrible. Get at least a 20 gallon tank for one (they need to socialize, so that's wrong too) with a proper filter.
Use the bowl for candy.
