A law normally states who (or what) is subjected to it.

For example, a law that imposes duties on people running airlines will not apply to you if you do not run an airline.

I do not know of any laws that apply to animals. Many laws refer to the behaviour of animals, forbidding some behaviours, but they apply to the owner or person having "charge, management or control" of the animal at the time.

Therefore, it is that person that breaks the law if, for example, the animal bites a child or causes damage to some property.

However, lawmakers can sometimes be strange in their attempts to please voters...

If you consider humans as part of the animal kingdom, then "humans" is your answer.

If you consider divine law, then the snake was punished by having his legs removed, for what I would call The Apple Incident (nothing to do with Mac computers, I hope).

Fish, by being immersed in water that has the same density as they do, are not subject to gravity in the same way as we landlubbers are. Equality in the eyes of the law? I guess fish have it easy.

lions ,tigers crocodiles,hippos ,snakes .scorpions ,komodo dragons ,to many to mention .when they kill people
or elephants when they destroy property.
