2 locations both have Dynamic IP, I imagine u mean the computers on the internal side(LAN) have dynamic IP. Typically the Router and PIX on each side will have a static IP on the external interface(WAN). If you look at the configuration of each device u can bridge them, u dont need a VPN for this.

Router1 - LAN IP(eth1) 10.0.0.1
WAN IP(eth0) 172.185.19.2
Pix - LAN IP(eth1) 10.0.1.1
WAN IP(eth0) 175.167.58.2
You want to configure a static route on each end that says
to get to network 10.0.1.0 go through eth0 175.167.58.2
In a Cisco router looks usually like ip route 10.0.1.0 255.255.255.0 175.167.58.2

Actually a lot of routers come with software these days so you can use a service like dyndns to identify the current ISP assigned IP at your location..> This way even if it changes you can still find the device.

I have used Buffalo Technology routers for just this event.
You configure them with a dns name - register it with one of the dynamic dns services - connect away..
The Buffalo units even include a VPN endpoint so you can enter the username/password for vpn within the router and dont have to have a seperate VPN server on one end. Not many routers have that. They sell for about 125 bucks but are well worth it.

So YEP you sure can and it isnt too hard.
