Whenever we have new clients come in we are not allowed to leave our desks. Is it against the laws of the U.S. Labor Board to make your employees do this?

That depends - how long are the clients there and how much notice do you have that they are coming?
If they are there a full 8 hours - then yes this is wrong to deny bathroom and breaks. If they are only there for a half hour or hour, and you had a little notice then go pee-pee before they come and delay your break a little.
