Certainly,
The cheapest and easiest way is to just get the bus which costs around 120NT - 160NT. (3-5$)
The buses usually run every 30 - 45 mins.

It takes about 45 - 70 mins to get to the city center (well Taipei Main Station) depending on traffic.
The train is a little more expensive and in my opinion - less convenient.

There are trains and buses available all day. I cannot remember the fare exactly, but think it was on the order of $25 about 5 years ago. A cab is about twice that, as I recall.

Take the bus!
To find the bus terminal at the airport- if you are in an old ugly 1960's commie style building head left when you exit customs. Then you can see all the signs for the different bus companies.
If you are in the new terminal when you exit customs go right and turn right again after you pass all the couches. Then follow the hall and you will see the bus terminal on your left side.
Just say you want to go to the main station and then you can ride the MRT to get around and that is cheap like chips. (20-45Nt a ride depending on your desired exit, or if you are here long enough get yourself a pass.)
prices- 125-150NT. I personally recommend 'United Bus' but alot of people like 'Free-Go'.
