Why were they doing an ultrasound? How many weeks pregnant are you (do you think?)? How long has it been since your last period, and since you had intercourse?
251 is low but if you are only a couple of weeks pregnant then you probably wouldn't see anything on the ultrasound anyway. Alternatively, a low hCG that isn't rising, with no sign of a baby on the ultrasound could mean a potential ectopic. But I don't know if you've only had the one blood test, or have had several.
I am sorry I cannot be more certain, I don't have enough information.

Yes you are pregnant, but whether the pregnancy continues (or has already ended) depends on how much your hcg rises in the next few days.
Your pregnancy woud only be a tiny egg sac at this point, a few cells clumped together, not even a fetus yet. You don't mention how many days past ovulation you are? If its only been a couple of weeks, then that is probably why they couldn't see it yet.
Did they do a transvaginal scan? There is no way it would be visible with a regular ultrasound.
Anyway, hcg levels vary widely depending on how many days along you are. Are they going to do another test in a few days.?

I had the same thing happen just last week. My levels were 616 i was about 18 Days past ovulation, they did a scan and could "not see any sign of pregnancy". I went back 2 days later my levels went up to 1764, then yesterday, (one week from the first scan) I had another US and it showed a sac and the yolk, no heart beat yet, still to early. Levels are now at 5786. They plan on doing another scan in two weeks to check for heart beat. Also they told me you won't see anything until your HCG is at least 2000. Good Luck

I think that hCG level indicates that you are not very far along. You have to be about 5 wks + for that baby to show up on an ultrasound. Did they do a vaginal ultrasound? Those are more sensitive. Don't worry, you might not be as far along as you've calculated and everything could be fine!

Levels of hCG in pregnancy
Human Chorionic Ganadotropin (hCG) is a hormone that can be detected in the urine and blood of humans. This hormone increases during pregnancy so it is common to measure the rise in level using Home Pregnancy Tests ( or HPTs, which measure hCG levels in the urine) or a hCG Beta test (which measures hCG levels in the blood serum). The hCG Beta is much more sensitive then the Home Pregnancy Test and you can usually get a positive result much earlier with a blood test than with the HPTs.
Usually the reference values for hCG Beta are as follows:
Men: less than 5.0 mIU/ml - Normal
Women: Non -pregnant - less than 5.0 mIU/ml - Negative/normal
*Borderline - Between 5.0 to 25.0 mIU/ml (you could be pregnant)
*Positive - Higher than 25.0 mIU/ml
(*) These are values within the first week and few days after conception.
When you are pregnant the level of hCG increases and usually doubles every two to three days. It then reaches a maximum level by the second or third month of pregnancy, followed by a decrease occurring in the third trimester.
Here are typical hCG Beta values in pregnant women up to 22 days post-retrieval (DPR) or days post-ovulation (DPO).

Between 6th and 8th week 15,000.0 to 200,000.0 mUI/ml

maybe not far along enough to see anything. in the ultrasound. try waiting at least a week or to to go for another ultrasound or get another blood test to see if you hcg levels are going up
