Hell no, they might think you're a hussy. Noone needs that hassle.
Just say it wasn't the path you envisioned for your career so you decided to change jobs. Tell them you felt stagnant. They don't need to know you felt stagnant because of harassment.
Oh and maybe add in something about there being a lack of synergy at your old job that made it hard to get things done. If they ask further say that just some of the coworkers weren't as efficient as you'd like. Again they don't need to know that efficiency went out the window because of harassment.

If they don't ask, why shoot yourself in the foot so to speak. You are just setting yourself up for failure. Ask yourself this honestly, is this something you really want to do? If you need help on the sexual harassment issue, go to your doctor. He / she will give you the names of the agencies around your area that help with this sort of thing. Counselling is the best course of action, not announcing it to potential bosses, knowing in your heart that because you said that you won't get the position you applied for. Personal experience.

Its negative in general. Never say anything negative during an interview. When asked why you left say they were downsizing a few positions and yours was consolidated and you didn't have any seniority, or something similar.
