What makes a postcard desirable? Are only vintage cards wanted? Do people collect photo postcards that are new? Can you tell me what to look for in old as well as new postcards?

The fact that people collect them. As to why, that will vary with person.
Generally, older cards are more desirable than new (new being more readily available) and not damaged are more desirable than damaged, all other things equal.
But these things are true of all collectibles.
Some people collect by topic (of picture); lighthouses, railroad engines, covered bridges. etc. Other people may have other criteria.
Collect the ones that you enjoy owning; that way, if you never sell your collection at a profit, you will have received your money's worth from having enjoyed yourself.

I collected old, new and vintage postcards strictly for sentimental reasons. Usually the postcards are of locations where I've visited or where friends and family have visited. I vintage postcards that used to belong to my grandfather. My collection is over several hundred at this point and I haven't valued them because I'm not interested in selling any of them yet.
