Your main concern at that time is the heat and humidity. If you run into a typhoon, it only lasts one day, and you're safe indoors.
As far as Taipei is concerned, it's always too wet and humid. October/November is the best time there, since it's not as hot anymore, and the least humid time of year.
The weather may change drastically if you travel to other parts of the island.

I think 25/08/2007-01/09/2007, would be a great time to travel to Taiwan. Last year I my parents visited me at a similar time and had a great time.
Regarding Typhoons - in 2005 Taiwan had quite a lot of Typhoons, in 2006 it had very few. Typhoons normally come at the end of summer, beginning of Autumn - perhaps anything from 2 - 10 a year. The good news is that they tend to only last a day or two and that if they do hit, there are plenty of other activities in Taipei to do! I wouldn't say the percentage chance is high - prob quite low, and I still think that the time you've planned your visit is very good - as you will have missed the monsoon season, and the plum rain season (yes they are different). Also Taiwan will be bright and sunny at that time.
Wufenpu won't ever have a particular sale season as it is a massive outdoor clothes market, each stall is self managed and is nothing at like a department store; however, the clothes at places like Wufenpu, Ximen-Ding and Taipei City Mall would be cheaper than the sales clothes in the department stores anyway!
I wouldn't recommend coming in June (compared to coming in August) as you can expect a lot of rain in June. Plus the summer sales won't be until around August - the time you originally planned to come anyway.
There's no reason why you and your girlfriend won't have a great time!

Hmm, I never noticed any real 'sales season' going on here. Perhaps there are winter clothes clearances in springtime... in general clothes/ food tend to be cheaper than in the West, and electronics are the same price across the world.
Any time of year is good for visiting. It likely will be very hot and humid across the whole main island that time of year.

properly, i'm a huge procuring fan, so I merely hit a gaggle of night markets and department stores. For department stores, I enjoyed the Taipei a hundred and one, Sogo, underground department stores, and Shin Kong Mitsukoshi. I additionally enjoyed the Shilin night industry and each and all of the little shops & boutiques that line the streets close to it- you will locate very almost each little thing in them! those form of places are actual available by ability of MRT. have relaxing!
