It means that when you ask a person a question they tell you a lie right then and there while talking to you face to face. Its also known as a bald faced lie. Kind of like if you walked up to any Liberal and asked if they hated America, and they immediately look you in the eye and says NO. They lied right to your face.

Maybe they are trying to protect your feelings or don't want to talk about a certain situation. However, if they do it often, then really you are best not being friends with this person. They will become known as a pathological liar and noone will like them.
