They're born with them, but you can use exercises to strengthen, and even enlarge a neck. Neck exercises will also help protect your neck from injury. when you lift or excercise doing shoulders or upper arms you also stimulate mucles in the neck making the grow, shoulder shrugs are very good at doing this, but be careful it can cause a lot of pain later.

There are trap workouts that increase your neck width as well. I would look in to doing shrugs.
