Great question. If he's looking at you, I definitely think he's interested.
He may feel shy about approaching you to chat. Well, I think in this case, it may be good to just approach him, say hi and introduce yourself. And take it from there. It's different (I know the norm is that guys do all the initiating conversation and such) but it could be helpful in getting him to talk.

Try going up to him and maybe he could just be shy that how guys are sometimes. Or if that dont work then he is a weirdoe and next his butt quick.
