you can start off by doing Gnomergan till lvl until lvl 32. then i would start running scarlet monastery. there are a total of 4 instances. 32-34graveyard, 34-36library, 36-38armory, 36-40cathedral. that is in order of easiest to the hardest. most people don't do the graveyard though because there really is anything good in there. then after that you can run 38-42uldamon(sp). get rested exp if you can it will help you out a lot.
if you have alot of grinding quests you can use thottbot.com to find out the location to do everything and try to make everything time efficent by doing all the quests so you dont have to run back and forth wasting time.

Those are the hardest levels to get through...I know, I have 4 characters that are finally past the 40 mark...
I spent a lot of time in areas that were around my level, and that I had a lot of quests for...
You could probably go to Stranglethorn Vale and talk to the NPC Hemmit Nessingwary and he will give you a couple of quests to kill cats around your level, it's a chain, and the level of the beasts range from 30 to 37, so you can just grind them for the experience.
Stranglethorn is great because you can stay there until about level 42 and still get good experieince for killing.
Good luck!

Alterac Mountains
Arathi Highlands
Razorfen Kraul
Desolace
Gnomeregan
Stranglethorn Vale
Scarlet Monastery
Just beware of some ganking Alliance if you are on PvP.

instances are really great for lvling. also, just stay in one area when grind-questing. what i usually do is look at all of my quests and see which area has the most for around my lvl. then, i go to that area and spend a few hours grind-questing and i usually lvl at least once.

there's no quick way to level
You must to quests (yellow or higher for most exp)
Kill, kill, kill!!!
Instances are a good source of experience.
