here in Taichung, I know of a couple places that serve a few Halal dishes. I am not muslim but it was marked on the menu of some Indian food restaurants.

The ones I know of in Taichung city:
The Spice Shop
Bollywood
(next to the spice shop -near the science museum is another one, according to my wife- no english name yet to report- she forgot the chinese one.)
between the big hotel on TaiJungGang and the science museum is a small road called Jian Shing road (JianXing) road. there is where you will find those 3 in Taichung.
