Does it mean that the number has been disconnected?

Typically the "all circuits are busy" message gets generated when the phone network's switches are unable to route the call to the destination. Sometimes you get a fast busy tone, which means the same thing.

If the phone line is busy, you get a slow busy tone. If the number is disconnect, you'll get the "number you have reached... has been disconnected" message.
