i lived in a home that we found out had the stick pipe cut off in the cieling throught the winter my hole faimly got sick would this be the cause and is it legal to rent to some one with this problum already an issue befor they move in???

I am guessing you mean the vent stack pipe, commonly called the stink pipe. This pipe must terminate outside the home. Most plumbing codes require it stick out through the roof at least a foot. Sewer gas (which is what this pipe contains) is very dangerous and can be lethal. It contains Methane gas. Ask the landlord about fixing it. If he will not do it, call the Health Department for your area.

I think you mean "stack" pipe. That would be the plumbing vent pipe, that is supposed to carry harmful gases from your plumbing system to the outside. If it were cut off at the ceiling it could release poisonous gases(hydrogen sulfide and others) into the house. This is probably a plumbing code violation, depending on where you are living, and should be fixed immediately. Have you approached you landlord about the problem yet?
