They behave like that because there are no checks and feedbacks.
There should be checks on the govt. offices by ministers/ officials (dressed as ordinary citizen) to see that the service provided confirms to standards, politeness, efficiency etc.
Like an ISO standard, they should value the feedbacks recieved by the public, and take appropriate and correct action so adverse service/ corruption etc. don't repeat.

The behaviour is not rude.The places mentioned by you is nothing but the place where people can redress themselves.In the Govt.offices mostly people are educated and got through the exam like Public Service Commission etc., they are nowhere inferior to your the present and pretext so called Software IT's.When it comes to the question of serving to the public that too in India , is highly difficult, where the Public is non-co operative.The recent incidence in Chennai last December 2005, where there was a heavy rain and 45 people were killed by there own kith and kins to get the flood releif.Work more talk less ,how any public is following,to take it for granted ,no body follows any rule.The Indian sub continent is highly and thickly populated and mostly uncultured and not so civilised you can not blame the Govt.servant one day a particular Gentlemen is this Yahoo answers asked Why the Bank officer should not be punished for the borrower not paid the debts to the Bank.You constitution why don't permits the bank official not to take immediate action against the erring public.When you have such a public, the public servant will be like that only , but it is not there rude behaviour.What the Govt. wants to tell to the Govt. or what the Govt, wants to implement certain program ,it is copleted through the Public servant only.But the public never think in such a way and approch any of the Govt.offices, I am hailing from such and such place if you are not doing it , you will be taken to task, it is some kind of threatening tacktics .Please check , how many people are fulfilling the conditions as lay down in any of the application for any thing such as applying for the passport, or applying for any ration card,or for that matter revenue.So,it is not the servant who behaves wronghly it is only the public.

There is mistake on either side.
The government employee thinks that he is the boss and actually he needs to be a public servant.
In other case, the public, if u give some consideration, then they will move further with some other things.
In case of passport, all the details are furnished very clearly (forget abt uneducated people), and still if go to him bare handed and think that he is there to complete ur application...
Apart from this, as a Human behaviour, they are almost doing the repetitive work and they might become masters with that work, now they start expecting the same with the public.

brother is all coz they r not that much qualified and sitting on high posts only coz of these ******* qoutas.
and they use the power in wrong way
by showing this kind of behaviour they want to prove their importance.
even a peon who is nothing talks like that he is the bond in the office.
all they ned is a good bash from us
n they will come to knw where they stand

It might be just that person. I have met good people in government offices too. You can see 1:10 (atleast) rude in all industries. Its just a human personality.

Whatever may be their behaviour with the public they get their salaries paid to them. No one checks whether the work allotted to them has been completed or not before payment of salaries.

let me make you clear that government jobs are for ever. it is permanant jobs for them who works in govt. offices or departments. so what ever they do or dont, that is not going to effect their jobs. for a person to remove from govt jobs, very genuiene reason should be there. when a person enter into a govt job, his tenure lasts as long as he is 55 or 60 yrs old. they work or they dont but they get salaries regularly. so this advantages make them to be bindas and behave as they like.

Top to bottom is corrupt and they share their booty end of the day. If you try to make any complaint, they have local goondas who can harm you. Better be polite and leave it to God. Impossible to change.
