1\ Yes. 2\ No: "In many countries, including, most of Europe, Asia, and South America, Monday is held to be the first day of the week. In others, including the United States, Canada, and in parts of Africa, Sunday is seen as the first day, a traditional view derived from the Jewish language via Ecclesiastical Latin. ISO 8601 defines Monday as the first day of the week, making Sunday the seventh."

International travel and business make matching calendars a necessity throughout the world. Whether the week "begins" on Sunday or some other day may vary from place to place. Even in the U.S. there are calendars (business-oriented) that start on Monday.
