why there is no fear of law and Govt.?

Scandals in crores and other scandals i.e. sex scandal,paper leak scandal,kidny scandal etc.are taking place every day.Officers at senior level are caught with red handed,With the involvement of officers voilations are taking place.Funds of the people are misused.

strickly enforcing the laws will give the people some fear and some second thought on doing bad.
