As of January of this year, the passport requirements have changed.
If she is in America and is flying to Mexico, she will need one. If she is driving or going by cruise ship, she won't need one. For more information, check out this site:

If she is going to fly she must have a passport. No other options. If she is going to drive, take a bus, or ship, all she needs is her drivers license (or state issued photo ID) and an original copy of her birth certificate. Note, she must have both not one or the other and her birth certificate much have the raised seal. If she is leaving a border zone or going to be here more than 72 hours she needs to get a tourist card at the border, and as I told someone before, they will not be there passing them out, she needs to find the office that issues them and ask for one. The cost is just over $20 and it only takes about 10 mins, to get one.

She needs a passport to return to the USA. Her best bet is to try to expetite a renewal and you fed-ex it to her. She is doing the right thing by talking to the proper people. Maybe they can help her. Otherwise she need to reschedule for another time.

She may not be able to go on the trip. Unless she is lucky enough to be somewhere near a State Department office and gets in touch with someone there who can expedite, you're going to have to put up with her at home for spring break. It's probably safer in the long run ;-)

You don't need a passport to go from the US to Mexico, a drivers license is enough.
