You can do a lot of cardio (cycling, running on treadmils, or anything that helps you lose calories). To reduce the flab in your arms, you can build up the muscles in your biceps and triceps.

I have the same problem, but the first thing you need to do before making tone is get rid of the flab. You can do this by running and swinging your arms (or walking) using the eliptical machine that has the arm exercisers, you can use the rowing machine (excellent for arms ) Just simply using your arms ... you must lose the fat first, because if you simply start lifting weights in yor arms than you'll be making the fat muscle..which would look wierd :)

stretch your arms out like a plane taking off and then roll your wrist in circle motion do this everyday as much as you can about a hundred at a time and you'll see in a short time the drastic change i did i know what what they look like i got rd off mine that way
