How can I format an external hard drive in Apple HFS under Windows?

I think if you go to my computer then right click on your external drive there is a option to format.

You don't, simple as that. However, Mac OSX can read NTFS volumes, it just can't write to them. To use external storage under Mac OSX and Windows the drive should be formatted to FAT32.
