If I have a 1.5 PSP, can I upgrade directly to custom firmware 3.10 or do I have get the next custom upgrade and continually upgrade til I reach 3.10?

Yes. You can upgrade to 3.10 OE-A directly from 1.50.
Since this is a full installation, follow the instruction carefully and have full battery power (I would just connect to AC to be safe). Otherwise, you will brick your PSP.

you cane goe directly to 3.11 but the real question is do you wanto to there is a custom firmware that emulates 3.10 allowing you to play old and new games as long as you fallow the directions and want to play hombrew as well

when you select network update, and your psp connects to the update server, it will automatically upgrade to the most current firmware.
