Under the Rehabilitation of Offenders Act 1974, it says ' one does not have to disclose it as a criminal offense' therefor- when i am asked at immigration do i have a criminal record i can answer NO- apparently- also own a French passport- how would the U.S do such checks?

You have to fill in a long and detailed questionnaire on the back of the immigration entry form asking you whether you have ever been convicted of this that and the other. Even if your convictions are spent, therefore, this puts you in a difficult position. The Rehabilitation of Offenders Act only applies to the UK. I think that it would be a very dangerous thing to try, even though if you were to obtain a police clearance certificate it would presumably show that you were a person of good character.
Incidentally, police records as used in court disclose all offences, spent or otherwise. I don't know to what extent the US authorities have access to such data.
