I would like the legalities of how wide it can be

it can be no wider then 8.5 feet without any special permits. the 8.5 is how wide the road lanes are. so any thing at or under you will be fine.

this rule is for any type of trailer.

Are you referring to the small trailers that you can tow behind a motorcycle or the trailers that haul motorcycles are in?

You should be more concerned about how it tows and handles. Common wisdom is that the tongue should be 1 1/2 times the axle width.

You should ask this question
in the Cars & Transportation - "Safety" & "General" sections.
They'll have more DOT employees and tractor trailer drivers and TT inspection (weigh station) personel.
