My web perusal points to this being a arthritic condition where the bursa in the feet are more effected due to over stress and wear thin. She should wear aqua cushioned insoles and take glucosmine chondrotin supplement for the increase in the fluid. When possible a good soak with peppermint foot bath will alleviate much of the discomfort and a foot massage can increase the blood flow to the restricted area greatly improving circulation and again reducing pain.

There are surgical options but they are not recommended in mild cases and many Dr's now commonly refer arthritic patents to Glucosimine and Chondrotin as it has proven very effective in many patients.

All of the above, plus daily walking. Movement lubricates the joints and even when its painful in the beginning, it will get better in time. Take pain medication and go on a walk. Preferably with a dog ... then its impossible to skip it!
