Why do people from Boston always talk about the dirty water?

I've heard the dirty water expression a few times and just wondered what the meaning was.

I live in boston and i dont really talk about the dirty water or hear people talk about it....yes, the charles river is really dirty and the tap could be better but really its just like everywhere else!
