Public law could be defined as law imposing duties and bestowing rights on the population as a whole, as opposed to private law, which governs relations between individual citizens.

a public law is one that applies to the public in general as opposed to a special law which is for a particular purpose. An example of a special law would be one day recognizing a particular individual for an accomplishment.
