Years of persecution have hardened her. She was not so much evil for evil's sake as she was very, VERY driven to get what she wanted and let no one get in her way. She stalked Dorothy for no other reason than to get the ruby slippers. If Dorothy had not listened to Glenda the Good Witch, and just given them up, I feel that Elphaba probably would not have really bugged her anymore. If you honestly look at the film, who is more evil? Elphaba for stalking Dorothy or Glenda for using a impressionable young girl to transport a pair of magical footware. IF she were all that good, she would have taken the ruby slippers herself and left poor Dorothy out of what amounts to be a family squabble.

I agree with the comment that Glenda had more issues than Elphaba, talk about passive-aggressive personalities. Glenda allows Dorothy to take something that does not belong to her, wasn't even Glenda's to "loan", probably a family heirloom so should have gone to Elphaba. Also Glenda knew the whole time how Dorothy could have gotten home yet withheld that information that could be construed as false imprisonment of a sort,and basically uses Dorothy as a "hit man" to execute Elphaba. Then when she decides to tell Dorothy how to get home she is all smug about it. personally I'd B**ch slap her .

Serious question will yield serious answer. She was angry in the book (and musical) because of everyone's reactions to her ideals, motives, and actions. In the movie, she really just wants the shoes, if you'll notice, and if you read the movie knowing what you do about her past, you can see that Elphaba would be satisfied if she just got the shoes.
