The water really needs to go down on top of the pellets. Water already on the ground won't push the pellets in like they need to be. You could always just water it in with a hose.

It is ok, especially if more rain is predicted soon. If the forecast is for dry weather, water-in the pre-emergent. Otherwise, exposure to the air may cause it to lose its effectiveness before the next rain.

I would do it before so that the rain soaks it down into the roots...if you are already in rainy season where you live, go for it
