Broadband by technology is a shared connection. The comparison cannot be generic. But you need to see, the contention ratio. For any home segment user, for 512 Kbps connection 1:4 is okay, 1:8 is bad. For corporates and cyber cafes, number of terminals and the applications to be run decides.
BSNL offers a 2Mbps connection as well, but it is expensive. Airtel and Tata both offer not more than 512Kbps with 1:4 contention ratio. Sify and Reliance can offer higher bandwidth, but contention ratio is not clear. If you make your question more detailed on what you want and for what segment (home, office or cyber cafe) maybe more information can be given,

I live in pune and here bsnl broadband is way faster than sify.It is comparable to reliance right now.But in may/june it will overtake reliance in terms of speed. It already has great cost effective plans. The download+upload limit is the highest in india offered by any company. Its speed right now is 1Mbps(It stays that way for the whole 3 min download of a hindi song) consistently and that would be increased to 2Mbps(256 KBps).I would recommend you bsnl.
