as far as the mechanics, it's simple....a tank hold compressed air and the "engine" would actually be a pneumatic motor....the air flows into the motor, turning a "drive", such as a non-passable gear (much like a fan), which in turns is gear reduced to turn the drive axles and move the vehicle. Much like air tools in a mechanics garage.

You get some coal or some uranium and turn it into electricity. Then pump the electricity through wires to a compressor. Compress air into a tank, and use it to power a car. If the tank is strong, you can compress lots of air and get a decent number of miles between fill-ups.
