Why are american shows not allowed to be streamed on the internet Canada?

Why are shows streamed by american brodcasters, such as 24 for Fox and all of the shows streamed on ABC's site not allowed to be streamed on the net in Canada.

Go ask the Canadian government. They're probably censoring it to protect their home-grown products.
