This question general refers to customers from Africa who come to Dubai to buy goods in containers(Constituting 70% of all importers from dubai) and need a frieght or shipping agent to handle all the operations for them both in Dubai and thier respective countries or destinations.

I assume you mean shipping controlled from Dubai and with destinations in Africa ?
I would guess it is possible to run at a profit - if nothing else you could ship Food Aid for the UN.
As for requirements - well I would guess you need Ships, Crews & Contracts.
You would also need to comply with the various Import/Export Laws - and you might also need permits to visit some ports.
