This is someone who moves every few years, so I don't want to spend much. I'm tired of the traditional wine, plants, picture frames. What's something new and exciting I can try?

How about an "Anchor", with a note attached to it, saying, "How about staying put in the same location for a while".

How about: Dinner for two at a restaurant in the new neighborhood(you and friend) Something Old -- box of salt, loaf of bread bottle of wine Some of those plant coasters with wheels for under the plants you gave before(lol) Map of her new neighborhood with "the best places to" highlighted A beautiful thoughtful card saying what the friendship means to you ------- In other words stop trying to be cheap and remember if this is a good friend they do come with a few faults and that you still want to keep the friendship so just buy a gift and suck it up!!!

Well depending on where you live...you could do some Chinese coins that are hung on doorknobs for good luck and safety.
You could go with a chip and dip set...chips and dip included. Some beverage stores have "margarita to go buckets"...all you need to do is mix them. Make your own gift basket...you seem to know this person, put what they like in the basket.
How bout a nice coffee table book...something off the wall and interesting?

Gift cards to a home goods store or home improvement store so they can get what they want when they want. Uh, I wouldnt buy anything for someone who moves every few years. You do housewarming when someone gets their FIRST apartment and again if and when they purchase a home....THATS IT!!!!

A watering can? or something to do with a in joke you share. Have you heard of a shop called hawkins bazaar it sells jokey presents and games which will be a breath of fresh air.

Thinking outside the box and home what about a Welcome mat. You can get them pretty cheap and they are likely to take it along so people don't mess up their new carpet in their new home.
