Yes, that is used when someone gets hurt emotionally and the other one doesn't want to accept responsibility. It usually happens when a woman falls for her friend's mate and it means No Rules Apply. It means No Apologies!!

War and love are compared in this metaphor because they are both considered crisis situations. So in crisis situations, people think that all their actions should be excused since they were motivated by the nature of the situation.

Examples? Some cheat, lie and hurt others only to get to other people's hearts. Normally, there's no excuse for this type of behaviour, but you could say that the purpose itself excuses your actions.
