If the contract allows for a team member to change the team it should be possible subject to any penalty clauses that may be specified in the contract.

The representative elected as a Democratic party candidate should not be allowed to join the Republican party. If he wants to he should be allowed to surrender his seat and get re-elected as a Republican party candidate.

A representative elected as an independent candidate should be able to join any party if he wishes to.
