Countries with considerable amount of international clout are probable contenders for a permanent membership of the UN Security Council. (The only exception being Japan). For that to happen, a country needs to be an economic powerhouse, to be more precise, a military power.(both are related, a state can't be a military power with a weak economy). According to the current economic growth of the country, by 2020 India would become an economic superpower. And when that happens, India will be a natural choice for the permanent membership. So, India can and one day will become a permanent member of the UNSC.

I think it can, but it is of no use. The UN is nothing more than a game of political football. The UN can not inforce any of its resolutions, so what is the point.
