As you can see below, in my own state, which is the same or similar as others, there is a law which you can use when contacting your local law enforcement to file a complaint of "harassing communications."
The police will most likely tell you that you need to file the warrant, which doesn't take long, and then the ex and his girlfriend can go to jail for their illegal endeavors. The judge will also issue an order of retraint so that continued harassment doesn't occur.
Another option would be to "call block" the numbers from where the calls are being made through your telephone system.
The telephone company, to my knowledge, does not notify another customer of a complaint against them and the only action they will take is to document your complaint.
Section 13A-11-8
Harassment or harassing communications.
(b)(1) HARASSING COMMUNICATIONS. A person commits the crime of harassing communications if, with intent to harass or alarm another person, he or she does any of the following:
a. Communicates with a person, anonymously or otherwise, by telephone, telegraph, mail, or any other form of written or electronic communication, in a manner likely to harass or cause alarm.
b. Makes a telephone call, whether or not a conversation ensues, with no purpose of legitimate communication.
c. Telephones another person and addresses to or about such other person any lewd or obscene words or language.
Nothing in this section shall apply to legitimate business telephone communications.
(2) Harassing communications is a Class C misdemeanor.

Nearly all phone companies have a service call "Call Block" and Caller ID for a nominal fee; have it installed and when they call, to engage the block all you have to do is push a few buttons on your phone and it automatically blocks the last call that came in. When they try to call back, they will hear the messages like something to the affect of "the phone number you are trying to reach is not accepting your calls at this time".
Laws vary state to state , but as far as filing a police report, unless they actually threaten you, it would not be enough to get an Personal Protection Order (PPO) in which usually they cannot have any contact with you and have to remain physically usually 1000 yards away .
Before deciding to go that route, try installing the Call Block feature on your phone as it may clear up your problem. If it doesn't and they just keep finding new phones to call you from, you have demonstrated that you have gone the extra effort to try to thwart the problem.
Also, keep a notebook next your phone and start documenting when you called, from what number if you have Caller ID, and what was said. If they are leaving nasty messages, get an answering machine that has the small tapes and keep the messages.
Before filing for a PPO, keep in mind that those types of Orders only scares people normally law abiding citizens that have become, well, how to I put it, "temporarily insane" and not using good judgment over an emotionally charged issue for them...it won't stop the true "crazies". For the true "crazies", filing a PPO is like poking bees nest and then they get even more vicious.

Different states have different laws, but some states have stalking laws that extend to Telephone harassment,' other states define telephone harassment as a crime itself. As for a restraining order, such is not likely but you could report them to the local police and they could be charged with a crime.
I would suggest you contact your phone provider and see if they can or will either block their numbers or give you a temporary number for a week ( at no charge). The other option is to go unlisted or go cellular only with a new number.

Yes you can and should.
They will be notified and jailed and it will cost them money if they go against a judges restraining order. They will no longer be just going against you but the court that ordered it with the full backing of law enforcement agencies.
It is better for them as well as this will stop the escalation of harassment.

There is a better solution to this problem, Subscribe to call block and block their number. Hope you have anonymous call block too, people have to reveal their number, or the call will be blocked. Caller ID, Selective Call Block and anonymous call rejection should solve your problem and is much easier then getting a restraining order.

Depends on where you live. If your state has stalking laws you might be able to get the police involved by using that word..."stalking". You could just change your number and have it unlisted. They bug you cuz they can....if they can't perhaps they'll move on to someone else.
