I disagree with the previous answer, I have always translated "loma" as hill and I have no idea what prieta means, but it doesn't mean "hard". To me, hard is "duro".

"Loma" is a low ridge.
"Prieta" means hard.
Answer: Low ridge consisting of a hard material. Water and wind will carry the lighter surrounding material away, leaving the harder material exposed in the form of a low ridge.
